Leadership Excellence Awards 2017Call for Nominations for the 16th Annual Local Government Professionals Australia, SA Leadership Excellence Awards
This program recognises outstanding achievement and innovation in local government. The association is pleased to present a program that not only recognises excellence but contributes to the advancement and improvement of local government as a sector.
If your council hasn’t nominated for an award in previous years you are strongly encouraged to do so. In 2017 our aim is to see all councils in South Australia represented in the nomination process – no matter how small you might think your project is - we still want to hear about it. Nominating for an award is an excellent way to recognise staff and councils achievements and provides you with an opportunity to share and celebrate with other councils.
We would also like to draw your attention to a new category that we have introduced 'Excellence in Cross Council Collaboration'.

Ella is a recent graduate of both the Emerging Leaders Program (ELP) and the Professional Leaders Program (PLP). She also won the Emerging Leader of the Year Award at the LG Professionals, SA 2016 Leadership Excellence Awards.
Ella shares her views about tourism in Berri Barmera, her experiences with the LG Professionals, SA Programs and why she enjoys working in the sector.
Hi Ella, thanks for speaking with us.
What’s your current role, and what does it involve?
I am the Community Services Coordinator (Tourism & Transport) for the Berri Barmera Council. I manage our Berri Visitor Information Centre, the Riverland Community Transport and generally all things tourism & transport in the district.
Where were you before? (i.e. what is your work background/career path so far)
I started out at council in 2008 in what was supposed to be a gap year after finishing high school. It was supposed to be a casual tourism officer job doing a few days a week at the visitor information centre. Local government quickly took a hold of me and I moved around the organisation quite a bit until this role came up which has been fantastic for me.

Industry TrendsDoing more with less - resource sharing in Tasmania
What’s the best way forward for councils when they are expected to do more with less?
With pressure to drive efficiencies and economies, often with constrained income levels, councils need to be creative about how to simultaneously achieve savings and improved service levels.
While State government policies across Australia have been focusing on council amalgamations, two sets of councils in North West Tasmania have been able to demonstrate efficiencies and increased strategic capacity through resource sharing.

What is Local Government LIFE App?
McArthur has been developing a mobile app for measuring staff engagement/satisfaction throughout the year (monthly), rather than just on an annual or bi-annual basis. We have decided to launch a Local Government Pilot of our Version 1 product.
How does it work?
- Council staff download the free App
- They initially provide basic non-identifiable demographic information i.e. Years of service, gender, age range, department, job classification etc.
- Each month they answer 7 questions using a five point rating scale via the App – we estimate this will take staff 2-3 minutes.
- The questions are based on the research around staff engagement i.e. recognition; progression; feeling supported etc.
- The process is completely confidential and reporting is aggregated.
- In real time, a report is generated each month for Council (e.g. the GM/Director and People & Culture) providing an index for each domain/question regarding how staff are feeling.
- Reporting will provide a chart tracking progress each month and can be sliced and diced by the demographic information. E.g. if the index shows up a problem in a domain (e.g. recognition for staff in their first two years of service), Council can focus their efforts on that area to try and work out what is happening and how it can be rectified.

The City of Norwood Payneham & St Peters ‘Beulah Road Bicycle Boulevard’ Project has received the Hard Won Victory accolade and a commendation from the Minister for Planning, in the 2016 Planning Institute of Australia (PIA) SA Awards for Planning Excellence.
The annual PIA Awards for Planning Excellence demonstrate leading practice, leadership and achievement in planning and the planning profession. The Hard Won Victory category award is conferred to a planning initiative, effort or leadership that has resulted in positive planning outcomes in the face of difficult circumstances.
City of Norwood Payneham & St Peters Mayor, Robert Bria, said the Council was proud to be acknowledged in the prestigious annual PIA Awards for its efforts in planning a major infrastructure project for broad community benefit.

South Australia was also represented at the National PIA Awards earlier this year, with City of Onkaparinga receiving the Hard Won Victory Award for the Frank Hilton Landfill Remediation Project.
Once used to store unsightly landfill, Maslin Beach’s Frank Hilton Reserve is now a picturesque play space favoured by families.
The council project that managed its transformation was awarded the ‘Hard Won Victory’ prize at the 2016 Planning Institute of Australia’s annual awards – a nod to the innovative problem-solving it required.
City of Onkaparinga Mayor Lorraine Rosenberg said council overcame a range of environmental and economic issues over seven years to deliver an outcome that enhances the area.

Movers and Shakers
Campbelltown City Council have 3 staff who have joined them recently:
• Willie Wong, Design Engineer. Willie was formerly employed at City of Mitcham.
• Jasmin Strickland, Library Team Leader, Children and Youth Services. Jasmin was previously at City of Onkaparinga.
• Amanda Akers, Development Support Officer. Amanda was previously in the private sector in the building industry.
The District Council of Loxton Waikerie have a new Waikerie District Visitor Information Centre in their Waikerie Branch Office and have recently appointed the following staff members:
• Jayme Koch, Tourism Coordinator. Jayme was working as a journalist for a local newspaper (Murray Pioneer/Taylor Group newspapers) and with her knowledge of the district and passion for Waikerie and tourism she is the perfect fit for this position.
• Katrina Webber, PPT Tourism Officer. Katrina is currently employed at Council as a part time Library and Customer Service Officer and has now taken on some additional duties as a Tourism Officer. Katrina has years of CS experience and is a great addition to this area.
• Katherine Stanley, Casual Tourism Officer. Katherine has recently moved to the area and was looking for some casual work so with her customer service and travel experience this position suits her well.
• Scott Perry, Casual Tourism Officer. Scott has always lived in Waikerie and was looking for some extra exciting work in this area. Scott is a member of the local Historical Society and has been a volunteer in the tourism industry so was keen to join the Tourism team.
The District Council of Yankalilla has welcomed Andrew (Andy) Baker, Chief Operations Officer who started with them in October 2016. Andrew was previously with Advam trading as Equard Pty Ltd as Group Manager of sales and engineering team.
The District Council of Karoonda East Murray has welcomed Katrina Fromm, Manager Corporate Services who started with them in October 2016. Katrina was formally the Senior Finance Officer with the Coorong District Council.

Registrations are now open for the 2017 Professional Leaders Program which will once again be co-delivered with the University of Adelaide’s Executive Education.
This program is the next step from the Emerging Leaders Program (ELP) or for local government professionals wanting to move forward in their leadership career.

Community Managers Network Event: Hand Up not a Hand Out – Local Government Enabling Communities
The 2016 Community Managers Network Conference was held 25 October at the Thebarton Community Centre.
The 55 participants learned how councils are reducing inequality through building resilient and engaged communities.
At the close of the day each participant made a commitment to action through writing a letter to themselves that detailed what they would do differently, what they would stop and what they would keep differently.

Working with Communities Workshop
Our second one day Induction Workshop, held on 10 November at Adelaide City Council attracted 17 new and long term, rural and urban senior managers and practitioners.
"It was great to learn how Community Development theory is applied through different projects and contexts”…."Guest speakers made it all real – with honesty about the trials and tribulations…", "it was totally relevant to my role..."

Women’s Network Conference 2016: Stand Out from the Crowd
The Women’s Network presented the 7th Annual Women’s Conference on Friday 28 October, welcoming a record 200 local government professionals to the event at Morphettville Racecourse.
The conference was titled ‘Stand out from the Crowd’ and guests experienced a day of inspiration, networking and learning, hearing from speakers including Dr Niki Vincent SA Commissioner for Equal Opportunity, Jules Allen, Mia Handshin, Alison Hancock, Emmah Money and Donny Walford.
