Katrina Lazaroff 
CEO & Artistic Director, The Mill

Katrina Lazaroff is the CEO/Artistic Director of The Mill, South Australia’s leading multidisciplinary arts organisation. Their vision is for a thriving and prosperous arts culture in South Australia, and they achieve this by fostering the interconnection between creatives and audiences through programming and presentation. The Mill enables creative and artistic works of social, cultural, and economic value and is a true demonstration of how innovation and outside the box thinking can lead to opportunities and benefit for communities.

In today’s environment, change is happening at speed. Outside the box thinking is becoming a necessity, and by stretching ourselves and our teams to delve into a world of the unknown we can foster greater innovation and opportunities. Through creative thinking and challenging ourselves to think differently, we can become comfortable with the uncomfortable and achieve success in new ways that previously might not have seemed possible.  

Katrina Lazaroff is well-equipped to present on this topic. Her experience as a creative producer, community cultural development worker, artistic director, choreographer, performer, rehearsal director, educator and creative mentor spans 27 years. Currently she is a member of the Access2Arts Board. Katrina was the Founder and Artistic Director of dance theatre company ‘One Point 618’, founding Creative Producer of Expressway Arts (Carclew/City of Onkaparinga), Assistant Producer at The Royal Croquet Club and Stirling Fringe, Director of the ACT Youth Dance Festival (Ausdance ACT) and Project Artistic Director of Buzz Dance Theatre, Perth.


Kitakyushu: 'Grey City' to 'Grey City' 
Damian Carter
CEO, District Council of Streaky Bay

Damian has been the Chief Executive Officer at the District Council of Streaky Bay for two years and has worked in both the private and public sectors across a wide variety of fields and countries. This experience has seen Damian gain managerial experience over a diverse range of areas, including soft and hard facilities management, customer service, operations, welfare service provision, corporate services and project management. Within local government, Damian has worked mainly in Corporate Services and Economic Development, however he has also had an interesting stint in local law enforcement.  

In early 2023, Damian had the opportunity to meet with staff from City of Kitakyushu, located in southwestern Japan, and explore their remarkable journey towards sustainability. Over the years, the city has implemented numerous initiatives and strategies to address environmental challenges, promote green technologies, and improve the quality of life for its residents. Kitakyushu's transformation began in the 1960s when the city faced severe pollution issues, earning it the unfortunate nickname of ‘Black Cloud.’ However, recognising the need for change, the city's government and residents made a collective commitment to overcome environmental challenges and transition to a sustainable future.

Kitakyushu has received high acclaim from both Japan and abroad in promoting new industries and international cooperation, utilising the civic power and technology developed through these experiences.
