    Developed in partnership with Adelaide University and local government experts, the Strategic Management Program (SMP) has been designed to increase the skills and capabilities of leaders and managers in local government.

    Participants will build high-level leadership and management skills within a local government context, and learn technical skills to manage business functions and enhance innovation, strategic thinking, business acumen and operational excellence.

    In a world defined by rapid change and emerging technologies, innovation is often associated with large-scale transformation, redesigning departments, redefining roles, and redeploying talent. These initiatives tend to capture the headlines. However, within local government, where established processes guide performance and work often spans multiple teams, innovation can feel complex, disruptive, and even detrimental to productivity.

    But what if innovation didn’t have to be large or disruptive? What if it could be incremental? By applying the principles of innovation in small, practical ways, organisations can foster a culture of curiosity, creativity and continuous improvement. Even large, complex organisations with legacy systems can embrace change in manageable and meaningful ways.

    This session explores how two councils have successfully embedded incremental innovation and continuous improvement into their operations. They will share their experiences, demonstrating how creating space for staff to contribute ideas, test them safely, and refine workflows can transform organisational performance. Participants will gain practical insights and real examples that can be applied within their own roles in local government.

    Maricopa County, Arizona
    At Maricopa County, staff process thousands of property documents each day. While experienced teams bring deep operational knowledge, established routines can sometimes limit openness to change. Rather than pursuing a large-scale overhaul, the organisation focused on incremental innovation.

    Staff were encouraged to identify challenges, suggest improvements, and experiment with new approaches in a safe and supported environment. Leaders were equipped with the skills to foster curiosity, encourage idea generation, and support continuous improvement.

    As ideas emerged from across the organisation, small efficiencies in individual tasks began to accumulate. These incremental gains reduced repetitive effort, improved accuracy, and freed up capacity for more complex work, without increasing resourcing. Regular check-ins, cross-team collaboration, and clear accountability ensured momentum was maintained. Long-serving employees contributed valuable insights, while newer staff introduced fresh perspectives. Over time, this approach embedded a culture where everyone felt empowered to contribute, and incremental innovation became part of the organisational norm.

    Sutherland Shire Council
    At Sutherland Shire Council, continuous improvement has been a strategic priority, strongly championed by the CEO and embedded through the leadership team’s approach to organisational development.

    Recognising that innovation is often overlooked in environments with long-tenured staff, leaders have taken a respectful and inclusive approach. They actively acknowledge the deep organisational knowledge of experienced employees and leverage their expertise to improve workflows, strengthen ways of working, and support transitions into more contemporary roles.

    This approach balances respect for the organisation’s history with a clear focus on the future, ensuring staff feel valued while adapting to evolving expectations and opportunities.     At the heart of Port Broughton’s foreshore, a once underutilised space has been transformed into a vibrant civic destination that brings together recreation, remembrance and cultural recognition. This presentation highlights how Barunga West Council delivered a high-quality, award-worthy community asset for less than half the original projected cost, creating a thriving gathering place that is already enriching community life and attracting visitors year-round.


    Range Road Reconstruction

    Nick Noack - Operations Business Manager, District Council of Yankalilla

    Learn how the District Council of Yankalilla delivered the Range Road Reconstruction, upgrading one of the region’s most important freight, agricultural and tourism routes through an innovative and sustainable approach. By using in situ stabilisation to rebuild 880 metres of road, the project significantly reduced costs and carbon emissions while improving safety, resilience and freight access, demonstrating how councils can achieve more with limited resources.

    Join us for the LG Professionals SA Community Development Network Forum: Places for People: Social Infrastructure for Connection, Belonging and Wellbeing.

    We are pleased to offer this Network Forum as an exclusive benefit available only to LG Professionals SA Members.     This Forum will explore how social infrastructure supports connection, belonging and wellbeing across our communities. Through council case studies, sector insights and shared discussion, attendees will consider how places such as community centres, libraries, recreation spaces, sporting clubs, sheds, public spaces and accessible beaches can be planned, activated and sustained to better serve the people who use them.

    Whether attending online or in person, this Forum will offer practical lessons, honest reflections and fresh thinking on how councils can create places that are not only built for people, but shaped with and sustained by the communities they serve.

    Before the Forum, attendees can join a guided tour of Ngutungka Henley. After the Forum, attendees can join for a Henley Beach accessible walking tour.

    Integration of social infrastructure into the public life of our cities

    Dr Janelle Arbon will explore the role of social infrastructure in shaping the public life of cities, and why it is often delayed, reduced or excluded in major projects. Drawing on case studies from master planned developments, this session will highlight the opportunities and barriers that influence the delivery of social infrastructure as a valuable public resource.

    Harpers Field

    This session will explore the $14 million transformation of Harpers Field in the City of Tea Tree Gully into a multi-use community recreational hub. Through the story of the Harpers Field Sporting Club, shared sporting facilities and a council-run community centre, presenters will share the successes, challenges and lessons learned from creating and sustaining a shared community space two years on.

    The Nailsworth Community Shed Story

    This session will share the story of the Nailsworth Community Shed, 

    which grew from a resident donation and a vision to create a more inclusive community space. Now a well-used and welcoming place for connection, the

    How the Pasadena Community Lounge shaped the Design for a Community Centre

    This session will explore the transformation of the former Sea Scout Hall into the Pasadena Community Centre, a community-led space designed to foster connection. Rebecca will share how community consultation, the Pasadena Community Lounge and a multidisciplinary project team helped shape the centre’s vision, operations and ongoing role as an inclusive place where local connection can grow.

    Universal design and building community

    The concept of ‘universal design’ plays an important central role in contemporary urban design and planning thought, often seen as a template for physical infrastructure and the built environment. In this presentation, Bill will explore how a universal design lens can help embed access, inclusion and participation into social infrastructure planning and organisational decision-making from the outset. We will draw from our Disability Access and Inclusion Planning process and associated projects to highlight practical possibilities.

    Campfire Session 

    This interactive Campfire Session will invite attendees to share ideas, learn from peers and explore creative ways to deliver meaningful community outcomes with limited resources and competing priorities. Come ready to share examples, listen to others and take away practical approaches to maximise impact and continue delivering for communities.

    Accessible beaches walking tour 

    To finish the day, join Bill Skinner, Coordinator Diversity, Equity and Inclusion, for a relaxed walking tour of Henley Square to see how Henley Beach has become more accessible. The tour will highlight inclusive social infrastructure including 24/7 beach matting, free hire of beach wheelchairs and beach walkers, and the Changing Places facility, with the opportunity to see the equipment and learn how it is accessed by the community.

    In the local government environment, being able to influence those inside and outside of our organisations is a critical skill. Our ability to communicate clearly and influence ethically is essential to being able to productively manage projects, workloads and timelines.

    Local government leaders are navigating increasing complexity, competing priorities, stakeholder expectations, political pressures, resource constraints and constant change.

    Yet leaders don't all experience these challenges in the same way. Join us for an XLP Alumni Workshop exploring leadership mindset and how it shapes the way we experience pressure, challenge and uncertainty. 

    This year's XLP Alumni Session explores a powerful question:

    What shapes our capacity to lead when the demands of leadership continue to grow? 

    Prior to the session, participants will complete the Leadership Mindset Indicator, a research-based assessment that examines the assumptions and perspectives through which leaders interpret themselves, others and the situations they encounter.

    The Leadership Mindset Indicator offers a valuable lens for understanding why different leaders can experience the same challenge in remarkably different ways.

    Together, we will explore: 

    • How leadership mindset shapes the way we experience pressure, challenge and uncertainty
    • Why some situations energise us while others leave us depleted 
    • The relationship between mindset and our capacity to respond effectively to increasing leadership demands
    • How our leadership mindset may have evolved since completing XLP 
    • Practical insights for growing and sustaining our capacity to lead over time.

    This is not a session about resilience tips, wellbeing strategies or self-care techniques. It is an opportunity to step back and explore a deeper question: 

    How does the way we make sense of the world influence our ability to remain effective, engaged and capable as leaders? 

    Whether you completed XLP recently or many years ago, this session offers a fresh perspective on leadership, growth and the ongoing challenge of sustaining our capacity to lead in demanding environments.

      The Plain English movement was designed to cut through the confusing legalese of important documents in an effort to create clear and coherent communication using common, everyday language that is easily understood by the reader. Incorporating Plain English principles into your work will result in less writing time, shorter documents and enhanced readability.

      Even if your role doesn’t require a lot of writing, how you come across is crucial to your credibility. The ability to write clearly, precisely, powerfully and persuasively is a key skill that enables you to summarise and present ideas, build relationships and gain commitment to action. It can also demonstrate your knowledge, confidence and professionalism.

      This course uses your own writing examples to demonstrate the use of Plain English principles and persuasive writing techniques.
